All iPhones have capability of showing Emergency/ AMBET Alert etc from Govt. side. Usually you will see these emergency funds in Notifications area of iPhone but if you accidentally clear the alert then it is problem for the iPhone user to see old emergency funds.

This seems to be miss from the Apple and Apple should add a feature to show old Notification in iOS 16. In case you want to see the emergency fund you may contact the issuer of the emergency alert
