It’s not like all the photos are not downloading but some of the photos from the iCloud on downloading properly in the PC/ iphone. If you see exclamation mark in the right corner of the photo that means the photo is now downloaded properly.

In this article we have mention various steps to fix the issue:

If you have put your iPhone in low power mode then iPhone will always try to optimise data and battery usage. In this case it will stop downloading the iCloud photos to your iPhone from background process. Thus it may take forever to download the photos. If you’re downloading photos from the iCloud make sure that your iPhone is not placed in battery saver mode.

You will not lose any data, your files including photos will be gradually restored again from your iCloud account. It may take some time depending upon speed of your internet connection but slowly you will get all the photos back to your iPhone.

Fix 3: Enable cellular data

If you are using cellular data then you have to explicitly turn it on for iCloud syncing. To do that go to settings and cellular setting and turn on icloud usage.

Fix 4:  use High speed internet/WIFI connection and Give Some time

As already mentioned that photo upload to iCloud account depends upon speed of your Wi-Fi network, if you have lots of photo uploaded to iCloud and your internet speed is not so good then it will take so long to download all the photos. Make sure to give ample amount of time to complete the download. In many users cases it takes more than 24 hours to complete the download.

Next Solution :

Go to Settings > Your Name > iCloud > Photos > And select Download and Keep Originals. Make sure that your device has enough space.
