Fix 1 : Sign out from Appstore
If apps are not getting downloaded from the back up that you should try to logout from the App Store and login back. After this reboot your phone and apps should download now.
Fix 2: Sign Out from Apple Id
You may also try to logout and login back to your Apple account which will also log out from iCloud session. Login again and check if apps are getting downloaded now. To do that go to settings tap on your profile photo and tap on sign out.
Fix 3 : pause and pause download
Pausing every app download and then unpausing one at a time seems to work fine. Please give it a try
Fix 4 : Turn ON auto download
Try making sure your auto app download is turned on. Settings, Apps, Auto download. The rest of the suggestions will not work otherwise.
